Joshua J. Scholer

Josh represents governmental entities, businesses, insurance companies, and professionals involved in complex litigation. Josh’s prior professional experience includes:
- Deputy General Counsel/Bureau Chief: Regulatory & Legislative Affairs for the Executive Office of Idaho Governor Brad Little where he was responsible for assisting with advising the Governor and his staff on agency-related litigation. He also served as the subject matter expert on Idaho’s Administrative Procedures Act and general administrative law and rulemaking and served as General Counsel to the Division of Human Resources and Division of Financial Management. In his role as Deputy Counsel to the Governor, Josh led the drafting of an amicus brief in an ongoing appeal at Ninth Circuit Court of Appeals on federal land use law.
- Legal Extern for the Idaho Legislature, Senate Majority Leader where he reviewed and analyzed relevant legislation and administrative rules, drafted and presented legislation to legislative committees, and researched and drafted memoranda on potential legal issues related to referred legislation or administrative rules.
- Legal Intern at a Boise-based law firm where he drafted and argued trial motions, including a successful motion for summary judgment regarding an implied easement property dispute, which was appealed to the Idaho Supreme Court. Josh then led the drafting of the Respondent’s brief and was successful in defending the appeal.
